In 1947,Northeast Post and Telecommunications Administration Bureau and Jilin Post and Telecommunications Administration Bureau jointly formed a line emergency repair team. The company was born;

In 1958, the task of telephone communication between villages and townships in Jilin Province was fully completed;

In January 1959, it was officially named Jilin Telecom Engineering Co., Ltd.;

In 1968, while completing various telecommunications construction tasks in the province, the company undertook the telecommunications construction projects from Kunming to Wuxi, Wuzhou, Guangdong, Haikang and other places outside Jilin Province for the first time, and sent the backbone personnel to support the communication construction of Vietnam, Afghanistan, Niger and other surrounding foreign countries.

In 1986, the city telephone automatic telephone equipment installation task of the telecommunications bureaus at or above the county level of Jilin Province was completed, and the history of "artificial service" in the cities above the county level of Jilin Province was ended;

On June 26, 1986, the company was renamed Jilin Post and Telecommunications Engineering Co., Ltd.;

In 1990, the company undertook the Communication Project of Beijing Asian Games, a key national project, appraised “Model Project”. In the same year, the company completed the “experimental section project of optical cables in the high and cold region” jointly developed by Wuhan Academy of Posts and Telecommunications and Jilin Provincial Communications Administration Bureau, and tested the operation status of optical cables in the high and cold region at the low temperature of –40℃, which became the “pioneer” of optical cable construction in the high and cold region.

In 1991, the company became one of the first units “Respecting Contracts and Keeping Promises” named by Jilin Provincial Administration Bureau for Industry and Commerce and it has remained so far.

In 1994, the company cooperated with Canadian Nortel Power Co., Ltd., a foreign telecommunications equipment manufacturer for the first time, and successfully completed the task of introducing and installing DMS switches in Jilin Province, which was highly praised by the foreign investor.

In September 1994, the company was renamed Jilin Post and Telecommunications Engineering Bureau;

In 1994, the company successfully ranked among the top 50 building enterprises with the economic benefits in Jilin Province, and was awarded the title of “Jilin Star Enterprise”.

In April 2006, according to the requirements of the superiors, the company passed the “Employees Distribution and Resettlement Program of Jilin Post and Telecommunications Engineering Bureau”, “Reform and Distribution Implementation Program of Jilin Post and Telecommunications Engineering Bureau” and “Assets Disposal Program of Jilin Post and Telecommunications Engineering Bureau”, which marked the exit of both State-owned assets and State-owned employees, the smooth completion of the restructuring work and the entry of the company into the era of a “joint-stock enterprise” with employees stock ownership.

On September 27, 2006, the company restructured and established Jilin Province Post and Telecommunications Engineering Co., Ltd.;

In the Wenchuan earthquake in May 2008, General Manager Wang Shichao and Deputy General Manager Li Chuntian led 44 employees to form an emergency repair team to participate in the emergency repair of communication lines in Wenchuan area, Sichuan Province, which was praised as “Northeast Iron Army” by the local government.

On September 28, 2009, the company was renamed Jilin Post and Telecommunications Engineering Co., Ltd.;

In 2011, the company won the honorary title of the Winner of the National Safety Production Award “Ankang Cup” Competition; the trade union of the company was awarded the National Federation of Trade Unions and the State Administration of Safety Supervision and Supervision as the "Model Workers' Home" of the whole country, and the honorary title of "May 1 Labor Certificate" issued by Changchun Federation of Trade Unions;

In 2011, "China Unicom Jilin WCDMA (Changchun, Jilin, Yanji, Siping, Songyuan, Liaoyuan, Tonghua, Baishan, Baicheng) Project 2009" was awarded the first prize of “Changbaishan Cup” by Jilin Building Industry Association;

In 2012, “Jilin Provincial Public Security Department Access Expansion and Reconstruction (4th-stage) Project” undertaken by the company was selected as “Customer Satisfied Building Project” by China Quality Association;

On August 22, 2012, the company was renamed Zhongtong Guomai Communication Co., Ltd.;

At 9:30 on December 2, 2016, Zhongtong Guomai (603559) was successfully listed on the Shanghai Stock Exchange.

In December 2017, Zhongtong Guomai merged and reorganized Shanghai Gongchuang Information Technology Co., Ltd., which passed the examination of China Securities Regulatory Commission.
